Update: Buffalo shooting: 18-year-old Broome County youth charged, more details emerge about him

Buffalo, NY – An 18-year-old man drove for hours from a county in New York state before opening fire on a Buffalo supermarket in what police and high-ranking government officials are calling an attack on racial motivation which resulted in 10 deaths.

The shooter – sporting a rifle and body armor – shot 13 people at Tops Friendly Market on Jefferson Avenue in Buffalo before being arrested on Saturday afternoon, law enforcement officials say.

The shooter was identified as Payton Gendron, of Conklin, about 200 miles southeast of Buffalo, two law enforcement officials told The Associated Press. The officials were not authorized to speak publicly on the matter and did so on condition of anonymity.

Gendron, who was due for arrest Saturday night, is white and 11 of the 13 victims were black, law enforcement officials said at a news conference late Saturday afternoon. He should be charged with 1st degree murder.

The shooter live-streamed his attack on the grocery store, authorities said. He would also have left a racist manifesto.

“This was a racially motivated hate crime,” Erie County Sheriff John C. Garcia said. “That person was pure evil.”

The supermarket is in a 79 percent black neighborhood about three miles north of downtown Buffalo. The surrounding area is mostly residential, with a Family Dollar store and a fire station near the store.

“We currently have evidence in custody that shows there is a racial component to these actions,” Erie County District Attorney John J. Flynn said.

He said the evidence indicated the shooter was motivated by “racial animosity”.

Stephen Belongia, who heads a local branch of the FBI, said the agency was investigating it “as both a hate crime and racially motivated violent extremism”.

At around 2:30 p.m., the man exited his vehicle with an assault rifle and tactical gear, and shot four people in the parking lot of the grocery store, Buffalo Police Commissioner Joseph A. Gramaglia said during the the press conference. Three people died and one person survived.

The man entered the store and began shooting at customers and staff, he said.

A security guard, a retired Buffalo police officer, fired several shots and hit the shooter, but the bullets did not penetrate the shooter’s heavy armor. The man shot and killed the security guard, Gramaglia said.

The shooter continued through the store shooting customers.

He returned to the front of the store where Buffalo police officers arrested him in the vestibule. The shooter then pointed the gun at his own neck.

Officers persuaded the shooter to drop the gun and the shooter put the gun down, removed some of his armor and surrendered.

He was arrested and taken to Buffalo Police Headquarters.

“This is a tragic incident by someone who is not part of our community, who does not live here,” Gramaglia said.

Tops Friendly Markets issued a statement: “We are shocked and deeply saddened by this senseless act of violence and our thoughts and prayers are with the victims and their families.”

Police sealed off the block, lined with onlookers, and yellow police surrounded the entire parking lot.

Governor Kathy Hochul tweeted that she was “closely monitoring the grocery store shooting in Buffalo,” her hometown. She said state officials have offered assistance to local authorities.

Buffalo Mayor Byron Brown and Erie County Executive Mark Poloncarz also expressed their condolences at Saturday night’s press conference.

“We are hurting and bubbling right now as a community,” Brown said. “It is a day of great pain.”

Nigeria international Emmanuel Dennis and his Senegal counterpart Ismaila Sarr will miss their second consecutive Premier League game when Watford host Leicester City at Vicarage Road on Sunday.

The two African players were out of action as the Hornets drew 0-0 against Everton on their last league assignment at the same venue three days ago due to injuries sustained in the 1-0 loss to Crystal Palace on May 7 at Selhurst Park. .

In the clash against Palace, Dennis, 24, who is Watford’s top scorer this campaign, was taken off after injuring his knee while Sarr, ended the game but was also later diagnosed with a knee injury.

Watford have once again confirmed the absence of both players for their final top-flight home game of the current campaign.

“Kiko [Femenia] and Joshua King are still ill, while Tom Cleverley [ribs]Emmanuel Dennis [knee]Shaq Forde [ankle]Cucho Hernandez [hamstring]Juraj Kucka [knee]Imran Louza [knee] and Ismaila Sarr [knee] all stay away from injury,” the club confirmed during their official site while giving injury updates for the Leicester game.

The county health department has approved 38 restaurants, 10 more than last summer.

(Francisco Kjolseth | The Salt Lake Tribune) A sticker on the door of Vessel Kitchen at 905 E. 900 South points to a dog-friendly patio on a busy Friday night May 28, 2021. For 2022, 38 restaurants in the county of Salt Lake — including Vessel Kitchen — have been given permission to allow dogs on the patio while their owners dine outside.

More Salt Lake County restaurants will be allowed to let customers bring their dogs to dine on the patio as a popular program continues to expand.

The county health department has approved dog patio deviations at 38 restaurants for this year, the department announced Thursday. This is 10 more than the variance received in 2021.

“When we had a dozen, I thought, ‘That’s pretty good,'” said Nicholas Rupp, spokesman for the health department. “It’s just grown up. We had a bit more in 2020 than in 2021, which I don’t know if it’s pandemic related – maybe the increase this year and 2020 was also pandemic related, because we have more establishments creating outdoor patios, or promoting outdoor dining options in the wake of the pandemic.

Waivers were first allowed in May 2012. In 2017, only 12 restaurants applied and were approved. This number increased to 16 in 2018, 22 in 2019, 32 in 2020 and 28 last year.

Restaurants must go through a formal application process and maintain certain sanitation practices. After being approved, the health department distributes “Approved Dog Patio” stickers that restaurants can post on their doors – whether or not they use this sticker, they must post a sign warning all customers that dogs will be on the patio.

Restaurants must also provide an exterior entrance to prevent dogs from wandering into indoor dining areas. They must clean the deck every six hours with non-toxic cleaners and clear any accidents within 5 minutes. Waiters and waiters are not allowed to touch animals.

Owners must keep their dogs on a leash at all times, dogs must have a collar and tags showing current vaccinations, and dogs are not allowed on tables and chairs. You can give them water, but you can’t give them anything at the table, even dog treats. And they are not allowed to lick or touch cutlery, glasses or plates.

Although the practice of walking cats on a leash has become more popular, they are not welcome in restaurants – the license is for dogs only.

ADA service dogs can access all areas of a restaurant under federal law, but emotional support animals — which are not recognized as service animals — must stay out of the dining area .

By Susan Nedell

Several hundred Coloradans are beginning the process of rebuilding the homes they lost in the Marshall fire last December. I am one of them.

None of us imagined that just before the New Year we would lose everything in an unprecedented forest fire. It is heartbreaking, exhausting and sometimes overwhelming.

I am also deeply troubled that the industry is supporting an effort that publicly encourages Coloradans to continue pumping methane into our homes, through Coloradans for Energy Access, a coalition that advocates for access to stoves. gas and water heaters.

The industry peddles misinformation about the costs of rebuilding in a healthier and more climate-friendly way, adding to the frustration and confusion for all of us who want to rebuild our homes in a way that is both better for the climate and for our wallets.

The Marshall Fire was fueled by extreme weather – we have a climate crisis caused in large part by the oil and gas industry and its relentless pressure to keep us hooked on fossil fuels. Enough is enough.

City councils in Louisville and Superior have moved to allow Marshall Fire victims to rebuild under 2018 building codes that are less climate-friendly.

To do my part in addressing the climate crisis, I choose to rebuild to 2021 codes and will not use methane gas to heat my home or cook my family’s meals. Instead, I will install a modern electric heat pump water heater and combined space heating and cooling equipment that is three to five times more efficient than the fossil fuel alternative.

I will also be installing an induction cooker which will keep our indoor air quality more breathable. With these advanced technologies in place, I look forward to living in a safer, healthier and more efficient home…and my electricity bills will be significantly reduced.

Another crucial benefit: the sooner we can shut off the gas, the less we will be dependent on volatile global energy markets and wildly fluctuating energy prices, which we are experiencing right now. I wish this freedom to all my neighbours.

With all the rebates, incentives and grants available to Marshall Fire victims, I am confident that I can rebuild to the latest codes and with the newest appliances and electrical equipment without any increase in additional expense.

A Colorado Energy Office analysis found that building a new all-electric home costs about $2,000 to $3,000 less and saves the homeowner on their monthly energy bills.

I strongly encourage others to build an all-electric home following the 2021 building codes – or at the very least explore the variety of options, rebates, and incentives available to build a more efficient and resilient home. Here are a few: Xcel Energy offers a number of rebates, from $7,500 for homeowners who choose to build to 2021 code, to $37,500 to meet Passive House standards, with three tiers in between .

There are numerous equipment discounts, support for solar power, and a new donor-advised fund called the Marshall Fire Resilient Rebuild Assistance Fund. These discounts, programs and more are available on Boulder County’s new Rebuilding Better website. (RebuildingBetter.org).

The website hosts resources for builders and homeowners. Boulder County has also staffed to provide individual advisory services where a homeowner can speak to an expert to help navigate the many options available.

Another source of funds for resilient reconstruction is a new bill that Senate Speaker Steve Fenberg, D-Boulder, introduced in the state Legislature — SB22-206, Disaster Preparedness and Recovery Resources. If this bill becomes law, it will create a sustainable reconstruction program in the form of loans and grants for victims of wildfires or other natural disasters.

HB22-1362, Building Greenhouse Gas Emissions, is another bill that will ensure new buildings across the state are built to more energy efficient and resilient standards. We need these two bills to become law to help people now and in the future and to ensure climate-friendly progress for Colorado’s built environment.

We now have the resources not only to imagine, but to actually build a better future. I encourage those rebuilding after the Marshall fire to seriously consider resilient rebuilding – and I look forward to seeing other communities do the same.

Susan Nedell of Louisville lost her home in the Marshall Fire.
